In Tamil Nadu, obtaining a No Objection Certificate (NOC) for groundwater extraction is mandatory for industries, commercial establishments, and infrastructure projects that require groundwater for their operations. The regulation is enforced by the Tamil Nadu Water Resources Department and the Central Ground Water Authority (CGWA) to ensure sustainable groundwater management and prevent over-extraction.

Who Needs a Groundwater NOC?

Process for Obtaining Groundwater NOC

1. Application Submission

The applicant must apply online via the Tamil Nadu Water Resources Department or CGWA portal.
Submit details of land, borewell specifications, water usage, and recharge measures.

2. Hydrogeological Study & Site Inspection

The groundwater level and availability in the region are assessed.
If located in an over-exploited area, strict conditions may apply, or NOC may bedenied.

3. Installation of Water Flow Meters & Recharge Structures

Industries must install digital water meters to monitor extraction.
Rainwater harvesting or artificial recharge structures are often required forapproval.

4. Approval & Periodic Renewal

Once verified, the Groundwater NOC is issued with a validity period (usually 3–5 years).
Renewal is required before expiry, ensuring compliance with water conservation rules.
