Fire NOC & License

In Tamil Nadu, obtaining a Fire No Objection Certificate (Fire NOC), Fire License, and Fire Compliance Certificate is mandatory for buildings to ensure fire safety measures are in place. The Tamil Nadu Fire & Rescue Services (TNFRS) is the regulatory body responsible for granting these approvals.

1. Fire NOC (No Objection Certificate)

A Fire NOC is required before the construction of buildings to ensure compliance with fire safety norms. It is essential for both Multi-Storey Buildings
(MSB) and Non-Multi-Storey Buildings (Non-MSB) based on the Tamil Nadu Fire Service Rules.
 

Who Needs Fire NOC?

  • Multi-Storey Buildings (MSB) (above 18 meters in height)
  • Public & Commercial Establishments (Malls, Theatres, Hotels, Hospitals, Schools, etc.)
  • Industries & Warehouses handling hazardous materials
  • Residential Buildings exceeding prescribed height limits

 

Process for Fire NOC Approval:
  • Application Submission – Submit the building plan along with fire safety provisions to TNFRS.
  • Technical Scrutiny – Fire officers review the plan based on fire safety norms.
  • Site Inspection – Officials visit the site to verify the fire safety arrangements.
  • Approval or Modification Request – If compliant, the Fire NOC is issued. Otherwise, modifications are suggested.

2. Fire License

A Fire License is mandatory for establishments that involve fire hazards, such as hotels, gas agencies, petrol bunks, factories, and industries. It ensures that the premises comply with fire prevention and protection regulations.
 
Fire License Application Process:
  • Apply through the Tamil Nadu Fire & Rescue Services (TNFRS) portal or at the district fire office.
  • Submit relevant documents (building plan, Fire NOC, safety compliance details, etc.).
  • Inspection by fire authorities to verify fire extinguishers, emergency exits, water hydrants, etc.
If all norms are met, the Fire License is issued.

3. Fire Compliance Certificate

A Fire Compliance Certificate is issued after construction is completed, confirming that the building adheres to approved fire safety standards. This is
required before occupancy approval.

Key Fire Safety Compliance Requirements:

  • Installation of fire extinguishers, sprinklers, hydrants, smoke detectors, and alarms
  • Adequate fire exits and staircases
  • Proper electrical safety measures to prevent short circuits
  • Availability of fire drills and emergency evacuation plans
  • Fire department approval for firefighting systems and water storage

Validity & Renewal:

Fire NOC: Valid till completion of construction; needs renewal for modifications.

Fire License: Usually valid for 1 year, requiring annual renewal.
