Tamil Nadu Factory NOC and License – TN DISH

In Tamil Nadu, the Directorate of Industrial Safety and Health (DISH) is the regulatory authority responsible for ensuring industrial safety, occupational health, and compliance with labor laws in factories. Any new factory establishment or expansion requires obtaining a No Objection Certificate (NOC) and a Factory License under the Tamil Nadu Factories Act, 1948 to ensure compliance with safety norms and operational regulations.

1. No Objection Certificate (NOC) for Factories

The NOC is a mandatory approval for setting up a factory in Tamil Nadu, ensuring that the proposed industrial activities comply with safety, environmental, and zoning regulations.
Steps to Obtain Factory NOC:
1. Application Submission – The factory owner must apply to the Directorate of Industrial Safety and Health (DISH) with details of land use, industry type, and safety measures.
2. Approval from Pollution Control Board – If the factory deals with hazardous materials, approval from the Tamil Nadu Pollution Control Board (TNPCB) may be required.

3. Fire Safety Clearance – Factories handling flammable or hazardous substances must obtain clearance from the Tamil Nadu Fire and Rescue Services Department.
4. Local Authority Approval – The concerned municipal or panchayat authority must provide a location and building plan clearance.
5. DISH Verification & Approval – DISH officers inspect the site and assess compliance before issuing the NOC.

2. Factory License in Tamil Nadu

Once the NOC is obtained, the factory owner must apply for a Factory License under the Tamil Nadu Factories Rules, 1950.
This license is required for operating a factory with 10 or more workers (if using power) or 20 or more workers (without power use).

1. Online Application – Apply through the DISH Tamil Nadu portal (dish.tn.gov.in) using a registered User ID.
2. Submission of Documents:
  •     Approved Factory Plan
  •     Factory details such as machinery, production process, and worker safety measures
  •     Proof of fire safety compliance (if applicable)
  •     Environmental clearance (if required)
  •     Payment of applicable license fees
3. Inspection by DISH Officers – A factory inspection is conducted to verify compliance with safety norms.
